MELISSA HARRIS-
Guest host Perry: Thank you.
Also, thanks to all of you at home for staying with us for the next hour.
Four years ago this week, Barack Obama, the US presidential candidate, ended his trip to Europe and the Middle East.
What does this look like. (

Presidential candidate: the biggest danger is to allow new walls to separate us from each other, and walls between old allies on both sides of the Atlantic cannot stand.
The wall between the most countries and the least countries cannot stand.
The walls between race and tribe, indigenous and immigrant, Christian, Muslim and Jewish cannot stand.
We must tear down these walls now. (END VIDEO CLIP)HARRIS-
Perry: Senator Obama has been welcomed by political rock stars abroad.
It's not just his thousands of fans who adore him.
As Frank Ritchie said at the time, Senator Obama was considered "president" by foreign heads of state and the media ".
Four years later, when the election season comes again, the new candidate will prove his foreign policy is sincere.
This week, it was Mitt Romney's turn to travel around the world and try to become president. So Mr.
You may have heard that Romney's foreign policy trip is different from Obama's four years ago.
Yesterday's headlines were filled with the aftermath of Obama.
Romney`s gaffe-
On the first day abroad, including his complete displeasure with the ability to host the London Olympics.
Everything today is about what he said when he walked back awkwardly.
Back home, the dynamic duo of Luiz Anna Governor Bobby Jindal and Virginia Governor Bob "ultrasound" Macdonald began trying to reverse Mr McDonald's Image
Romney's negative impact on American politics in Europe.
Governor Jindal said in a conference call today, "We are not worried about overseas headlines, we are worried about voters in the United States.
So Governor Jindal thinks Americans don't care about the headlines in foreign newspapers.
He's probably right.
Americans certainly don't build their votes on editors in the UK, but it seems to me that with their interactions on the world stage, we can learn a lot about candidates.
In 2008, Senator Obama's world tour as a presidential candidate was not just how the children loved him in Berlin.
He also visited Iraq and met with the prime minister of Iraq and senior US officials. S.
Military commander in Baghdad
He went to Afghanistan, where he met with U. S. NATO forces and Afghan President Hamid Karzai, and called for more troops to pay more attention to the war in Afghanistan.
Now, for those who are following at home, this is President George w. Bush.
Bush's exit from the international arena. (

President: What if that guy threw his shoes at me? (END VIDEO CLIP)HARRIS-
Perry: George W.
Bush's last visit as president to the two war zones leading the United States.
There is no doubt: I certainly do not condone throwing shoes or any other attempt to attack or disrespect world leaders.
But shoe throwing is a symbol of Bush-era foreign policy. George W.
On the international stage, Bush's cooperation with others was not smooth.
When he stepped down, his foreign policy agenda was very unpopular both overseas and at home.
This is Mitt Romney's attempt at foreign policy leadership.
With his debut in the past of the modern disaster
Mr. Romney spoke to an Israeli newspaper ahead of his upcoming visit to Israel.
By the way, the newspaper is owned by billionaire Republican donor Sheldon Adelson, so that's it.
But what really matters in the interview is Mitt Romney, Mitt Romney's view of foreign policy.
When asked what he thought about AmericaS.
This is the response to the Arab Spring.
Romney has to say: "The name of the Arab Spring is not appropriate.
This has become a growing concern, partly because some dictators are reluctant to offer more freedom to their citizens.
President George W.
Bush urged ousted Egyptian President Hosni Mubarak to take a more democratic stance.
But President Obama has given up the freedom agenda, and we have seen whirlwind chaos in the Middle East, partly because these countries are not subject to reforms that could change the way their historical process is more peaceful
So make it clear: Mitt Romney stands for George W.
Bush's foreign policy plan
He said the Middle East has become a mess as President Obama abandoned President Bush's free agenda?
In other words, you see, the day after Romney's diplomatic trip, he told a foreign newspaper owned by the US right-wing billionaire donor that he wanted to come back to Bush --
Foreign policy.
He thinks George W.
Bush did the right thing.
This is what he wants to bring back the country and the world to George W.
The way Bush does things. (

Bush: what if that guy threw shoes at me? (END VIDEO CLIP)HARRIS-
Perry: The fact is simple: as president of the United States, it's not just the domestic management position that the Romney campaign wants.
In fact, the president of the United States is important to the rest of the world.
In fact, for citizens of many countries, he may have a more direct life-and-death decision --
Than his power over Americans, because his role as commander-in-chief is not bound by Congress and federalism.
This means that the world tour of US presidential candidates is more than just a beauty contest.
This may not matter from the November domestic ballot count, but the presence of the president or presidential candidate overseas is substantial.
Mitt Romney's decision to embrace George w. Bush
The Bush version of US foreign policy could put American observers on hold.
Not to mention how it makes the American public feel.
Josh Rokin, who now joins us, covers national security issues for Foreign Policy magazine and writes their blog "cable ".
"His latest article previews Mitt Romney's upcoming speech in Poland and the campaign's attack on President Obama's foreign policy.
Thanks for coming tonight, Josh.
Josh Rokin from foreign policy: Thank you so much for inviting me. HARRIS-
PERRY: You know, Mitt Romney said the Obama administration gave up President Bush's free agenda, and the result was that these Islamic governments took over the agenda after the Arab Spring.
Sorry, did Romney say how he will implement the plan?
Freedom agenda?
Okay, no.
There is not much substance behind these criticisms, not only Democrats but Republicans have been pointing out this week.
As Romney travels, everyone is wondering, why are all stories of his misbehavior and mistakes happening?
Because the Romney campaign has yet to decide on a very positive, substantive policy agenda for his diplomatic journey, there is not much detail.
This is designed.
You can argue that this is good or bad.
Now, as far as the Arab Spring is concerned, this is a problem that has plagued the Republican party since taking office --go.
On the one hand, they want to support freedom, democracy and the sovereignty of the people, and all these things.
On the other hand, unlike previous revolutions, these people are Islamists and they don't like the United States, their advantage means something very complicated for the US foreign policy that the Romney campaign has not even begun to enter.
So, the bottom line is, he's also trying to eat the cake.
He wanted to say that what he was going to push was the freedom agenda, but he didn't have much detail on how to implement that, he did not want to spend the world of blood and wealth the Bush administration spent trying to change Arabs. HARRIS-
Perry: what he's talking about is the core issue of the free agenda-I mean, if we accept that, not at this level of discourse, but what really should be referring to, the free agenda, so these are actually free and democratic elections chosen by Muslims? ROGIN: Right.
So, when freedom means something negative to America, do we support freedom? S. interests?
This is a reasonable problem that the Republican Party is trying to solve.
I mean, on the one hand, you have people like John McCain, Lindsey Graham and Joe Lieberman.
This is a free agenda for the Bush administration.
Take Syria as an example.
They're going to blow up today.
This is their position in a public statement.
That's to put your money in your mouth, right?
Then another Republican department says, no, no, the public is tired of war.
In the Middle East, it is impossible for us to fall into another dispute.
So, we support the freedom agenda, but we will not sacrifice the blood and wealth of Americans in order to achieve freedom.
Mitt Romney tried to cross the fence.
He thought there were both ways.
He believes there is no reason to alienate Hawks or Independents within the party.
He was not forced to specify what the implementation of the agenda meant.
As we get closer to the election, I hope, I am sure he will be forced to tell us what he is thinking and what he will do if he is elected. HARRIS-
Perry: I want to ask you the politics of this question, because, you know, this foreign policy question, in particulara-vis George W.
Bush's foreign policy is really a sweet spot for President Obama politically.
Apparently, part of the reason he defeated Hillary Clinton in the primary election was that he was originally a candidate against George w. Bush.
Bush's foreign policy, so
Called stupid war.
Clearly, the death of Osama bin Laden under his leadership is a key foreign policy factor for him.
So now we hear one of Romney's advisers say that President Obama doesn't understand that he is disappointed with our tradition and that President Obama has a different view of where the United States is coming from.
Is this just politics, or is there something more sinister in that discourse?
Luo Jin: Yes, yes.
So there can be reasonable criticism of the Obama administration's strategy, actions and human rights statements, but that's not what the Romney campaign did.
They will not discuss the role of the United States in promoting all these values in detail.
They are only for a general and broad theme that Obama does not believe in American exceptionalism, and he does not believe that the United States should be actively led on the surface of world affairs.
It's not true, of course, but it's the story they built.
It fits into their entire campaign theme.
Again, this is not for foreign policy professionals.
This is not for scholars.
Its goal is for those who will think about foreign policy to a certain extent in the election, and to the extent they think, the Romney campaign wants them to know that Romney is stronger.
He is more for our allies and he is not willing to negotiate with our opponents.
It's like their current team.
It was a deliberate decision.
We have to see how it turns out. HARRIS-
Perry: One last question for you.
Is it possible for Romney to deliberately not perform well overseas so that Jindal and others can-it's a dog whistle, you know. You know what?
I'm like ordinary people like you.
Those Americans who also don't know how to perform overseas-because it is clear that this is an international person.
He carried out his mission overseas.
He has traveled many times overseas.
He obviously has a bank account overseas.
Like he knows how to be a man.
Did he make a fool of himself?
Rokin: I can't believe the news report that he intentionally drove and hurt him while traveling overseas.
Now, Romney is a very experienced person on certain things, and he has traveled the world.
But as we all know, he is not only in foreign policy, but also in many things.
It was just a week we focused on foreign policy, so it happened to be a mistake in the British media and the Israeli media.
But no, it's not Romney's plan.
Not so smart.
He was just making mistakes and getting caught. HARRIS-
Perry: By the way, hug George W.
Bush's foreign policy
Thanks Josh from foreign policy.
I appreciate you being with us tonight.

Perry: The dirty little secret about politics, especially about politics and elections, is that we think elections are all about policy as much as we can, although we think elections come down to a fight, that side has the best solution to solve the Best problems and worst problems we face as a country, really, from high school student lawyers all the way to the president of the United States, what is the election? It was turned out.
How many of your friends come out to vote, and how many of your other friends come out to vote.
It's all about turnout.
Turnout depends entirely on enthusiasm.
2008, four months before the presidential election, is what enthusiasm looks like.
The Democratic Party held 26-
Point edge, 61% of Democrats say they are more enthusiastic about voting than usual, and there are a lot of votes.
This time, what these numbers look like.
Completely flipped.
Now, in just four years, Republicans have taken the advantage of enthusiasm.
Only 39% of Democrats say they are enthusiastic about voting.
If you're President Obama, that's a real problem.
There are now signs that the president recognizes this as an issue and is actively working to resolve it.
He has been in contact with major Democratic voters for the past three months.
It is not only personal appearances or phone calls to engage, but also specific outreach on policy issues.
It started with May. (

This is an Africa-
American children receive better quality education, improve their educational outcomes, reduce drop-out rates, and narrow the achievement gap between African-American school children and white school children.
I know what you're thinking.
Kids can't vote.
What does this have to do with the rally base? That`s true.
Children in school cannot vote.
But do you know who can? African-
American and African teachers
American parents
One of the things the new project aims to do is to improve Africa-
American teachers and principalsTeachers vote.
Also reducing the percentage of Africa-
American students recommended for special education.
Parents do not like to have their son or daughter drop out of school or label them with special needs.
Such initiatives are being considered by these parents. Parents vote.
It was President Obama who spoke directly to his base, not only verbally, but also trying to make their lives better in some measurable way.
If the election is about turnout and the turnout is about enthusiasm, then President Obama seems to be at the forefront in terms of the group he needs to be fired most in November.
The former chairman of the Democratic Party, former governor of Pennsylvania, and Ed Lundell, an NBC News political analyst, joined us.
Thank you, Governor.
Ed Render, political analyst at NBC News: Hi Melissa. HARRIS-
Perry: When we look at this, it's kind of like the marriage equality announced in June, and then it's the soft DREAM Act, and now it's Africa-
American education initiative-how can the president turn these things into real politics?
How do you view this policy and translate it into the politics of the base in November?
I think these are good moves.
I think the most influential thing is the immigration announcement.
I think that not only has this widened the gap between him and Governor Romney, but it certainly has widened the gap in enthusiasm and increased the dramatic effect.
But what the Obama American forces have to do is make sure there are registrations, first, and a lot, like the new registrations added in 2008, will add a lot of new ones from now until early October.
Second, they must make sure that the voting machines are all there.
Third, the president has to spend some time in the campaign to get into the base and ignite the base because there is nothing better than what people really see and touch the president.
Third, the law on voter identity cards must make a difference in key states.
It is temporarily assumed that the voter ID law will not be overturned by the court.
OFA people, state committees, and municipal committees, all of whom must find voters who do not have a photo ID, make sure they get the location of the motor vehicle with the appropriate identification and photographs, because it may be crucial.
In Pennsylvania, 9% of voters did not have a photo ID.
I estimate that between 80% and 85% of those 9% are Democratic Barack Obama voters. HARRIS-
Perry: Yes, that's a key factor in 2012.
It's not just the presidential campaign that is trying to get that foundation, it's also making sure they have a fair vote.
Governor Rendell, I 'd also like to ask, because it feels like part of what's going on here. Romney.
In fact, I was impressed by the response of the right to education initiative.
As I was thinking, who can oppose the education initiative?
But we see that a gentleman at the center of equal opportunity, Roger Clegg, did not praise their efforts, but directly attacked Africa --
Single mothers in the United States say they should be responsible for racial differences in educational outcomes, and say, yes, the president wants to do the job of structural change, but in reality it's just the fault of unmarried parents.
Is that just how different these candidates are?
RENDELL: of course, you know, politically, we have a saying that hate is more important than love.
Statements like this are so stupid, and some of the things that the far right does are so stupid that it helps to build the foundation in itself.
As you know, with Arab-Americans and Michigan as battleground states, Michigan is one of the big states where Governor Romney is located.
However, it has a large number of Arab-Americans.
Michelle bach man is well worth it not only convincing Arab-American Republicans that they don't have their place, but also making sure they're angry enough to go out and vote.
So the president did a good job alone.
OFA has to make sure the boots on the ground are able to take advantage of what the president is doing, but people like those you quoted and people like Michelle bach man-who are helping us have a great time. HARRIS-
Perry: Sure.
I would like to know one more thing, that is, even if the president has put this educational initiative to parents and teachers to some extent.
Another thing is that he is very kind to his children, just like the vision and optics of running for president.
I'm recalling and thinking about Mitt Romney trying to do education in Pennsylvania during his trip to the Philadelphia charter school, right, where he's basically booed out of school.
What do you think about Mitt Romney's ability to reach out to groups that President Obama is now his base?
Rendel: It's hard, and Mitt Romney bears the burden of having someone like the gentleman you quoted make such a stupid statement.
He took the burden, and to some extent it was unfair, but to some extent it was the path they chose.
So he's going to play a tough game.
However, what Mitt Romney has to do is to be booed or not, and he still has to enter Africa --
S. region, enter the Spanish region and show them that he has a certain amount of love and if he wins it is not a disaster and they will at least communicate with them.
This in itself can reduce the turnout.
That's why I think Mitt Romney went to the National Association of People of color.
I know he feels booed.
But I think he's at least in touch with parts of the Democratic base because through that connection, maybe he can ease their despair and have some of them say, well, you know, he's not that bad.
So why am I going out to vote?
But now, despite the polls, if I had to bet, I think it would be an excellent shift in the foundation of democracy. HARRIS-
Perry: Yes, classic politics 101: make it very clear to your friends and to your enemies as well.
NBC News political analyst and former chairman of the Democratic Party, Governor Ed Rendel, thank you for your time.
RENDELL: good night to you. HARRIS-PERRY: Thanks.

Mayor Lee told reporters, quoting him, "I don't seem to have any more promises, especially given the massacre that took place in Aurora.
If you're not familiar with stop-and-

It's a policing technique where the police pull in front of anyone they choose and ask them to answer why you're standing there, what's in your pocket and so on.

Marquez claxton, Union of Black Law Enforcement: Melissa, thank you for inviting me. HARRIS-
Perry: I'm interested, Mark, because when you live in a community of color, it feels like there are real challenges here.
Many of the communities we live in are affected by street violence.
We want to stop the violence.
On the other hand, we are citizens, we are people who live in these communities, and we do not want to violate our civil rights.
How can we strike a balance on this issue?
CLAXTON: First of all, let me add an extra piece of data to the information you provided earlier about the New York police station.
Of all the numbers you provide, 90% of the people who are blocked are innocent, have no crime, have no offense, etc.
We must truly understand and work to protect and defend the right of people to live and die for it.
This is deeply rooted in the constitution and supported by the Supreme Court ruling, such as Terry's ruling on Ohio, the ruling specifically concerns the ability and obligation of the police to prevent certain persons suspected of criminal conduct based on reasonable suspicion
We cannot allow police departments and police agencies across the country to escape this responsibility.
Reasonable doubt is easy for professional police officers and professional police departments. HARRIS-
Perry: I think this is a very important issue, 90% of the people who are blocked are actually innocent, no matter what they are blocked from doing.
And-Clayton: unbelievable. HARRIS-
Perry: Yes, that's another place, especially a free place like San Francisco, would say, oh, it looks like a proper policy.
Yes, well, I can assure you that Mayor Lee may have spoken to Mayor Bloomberg of New York and they have oneon-
There is no real conversation about com's comprehensive analysis method.
It is particularly disturbing to involve Mayor Lee's past and civil rights.
Here we have a civil rights lawyer who is actually considering a policy that has been proven to be race by the New York Police Department's own documents and data --
Foundation and motivation.
And the effect is not good.
I will argue with anyone if it stops. and-
Frisk has anything to do with getting a gun from the street. It does not.
It provides figures for the police.
The police are already in a position to prevent individuals suspected of committing a crime or engaging in a crime, as long as it is based on reasonable suspicion.
The professional police have been doing this for a long time.
There is no need to avoid or briefly change the duties of a professional police officer.
It is a mistake that any city should consider such action if you wish.
As police, we have the right to stop criminals. we need to implement new strategies and new ideas. HARRIS-
Perry: Mark, talk to me about new ideas, because I'm here to hear you say a few times, professional police, and it seems to me that when we encourage the police to implement this policy of interception and body search, do you think we actually missed an aspect of policing?
CLAXTON: You know, many police departments and police agencies across the country have been working for years to specialise their police departments, to implement additional training, to acquire knowledge
Make your department professional based on programming, training, functions, etc.
Look, anyone can go out and say, stop 20 people in a corner and hope we can come up with some ideas.
You know, when you throw the wide net out and pull it in, it's really a fishing issue and hopefully some of the fish you want to keep will be inside.
This requires a competent, trained professional police officer, as well as knowledge and understanding of the Constitution and those that limit what we can do as professional police officers, to truly apply the law effectively, professionals are still needed to effectively combat crime.
We cannot allow police agencies and police departments to disregard their intentions, and I believe that Mayor Li and many parts of the country are equally concerned about this level and that violence is escalating.
But you can't violate people's constitutional rights. no matter how ridiculous things are, you can't stop and stop this project. HARRIS-

Perry: Washington, D. C. C.
It is the capital of the country in many ways.
Let me explain what I mean first. (

If there is an impossible and lovely Olympic Games, it will be the opening ceremony. Stay tuned. (

Good news/bad news.
First of all, the good news is that the United States has hosted the International AIDS Conference for the first time in more than 20 years.
It's called AIDS 2012.
This week, it brought more than 20,000 people to Washington, DC. C.
The speakers included Catherine Sibelius, Minister of Health and Human Services, Hillary Clinton, secretary of state, Laura Bush, former first lady, and Elton John.
The International AIDS Conference brings together doctors, activists, researchers, politicians and people living with HIV, and almost everyone you can imagine who wants to achieve what Hillary Clinton calls AIDS --Free generationBut wait.
This is not good news.
The good news is not only that the meeting has been held, but also here.
It can be held here in the United States.
You see, this has not been the case since 1987.
Twenty-five years ago, Jesse Helms persuaded Congress that no HIV or AIDS patient could travel to the United States. Like at all.
Not for business, vacation or meetings on AIDS.
Of course, because it's Jesse Holmes, travel bans are not based on science, evidence, health policy, or even partisan politics, only fear.
Well done, Jesse Holmes.
It would be a shame for you to be remembered as just someone who struggles with civil rights with every fiber of his.
Biased facts
The free ban on people living with HIV lasted 22 years until President Obama ended.
At the end of his first year in office, he signed an extension of the Ryan White CARE law to fund AIDS treatment, and the president said he was lifting the ban through executive orders. (

Two years ago, in a decision based on fear rather than facts, the United States imposed an entry travel ban on people living with HIV/AIDS.
Now, we are talking about reducing the stigma of this disease, but we have seen aid tourists with this disease as a threat.
If we want to be a global leader in the fight against HIV/AIDS, we must do so.
That's why on Monday, my government will announce the final rules for lifting the travel ban. (END VIDEO CLIP)HARRIS-
Perry: that's good news.
The United States can now host a conference on global health issues because we no longer discriminate against those with global health issues. Yay!
The bad news in the bad news is that not only can we host the AIDS conference in Washington, D. C. C.
It also makes sense for us to host the AIDS conference in Washington. C.
At present, the United States has concentrated AIDS funds in 15 foreign countries, which are in the midst of a crisis of rampant Aids and runaway new infections.
15 countries in Washington, D. C. C.
In those countries that we believe are in crisis, the incidence of HIV is higher than five.
At this week's meeting, there were many reports on new drug and treatment procedures and effective policies.
The sentence you have been hearing is a turning point.
This is a turning point in the AIDS epidemic and a turning point in people not dying of AIDS.
Let's hope that everything is true for those countries that struggle with HIV and AIDS-Swazi, Cambodia, Russia, Malawi, the United States. (

Perry: The best new thing in the world today is the story of three little bears.
No, not the blonde friends.
About three different bears.
A bear trapped in a garbage bin in a small town in New Mexico.
The Cubs were trapped in the bin all night, and their mother was wandering nearby.
So a pair of human neighbors came to the rescue and did something simple-clever, possibly dangerous, and probably exactly what the wildlife control authorities have advised us not to do.
The man sitting on the wheel of the pickup truck neatly backed the bin, and the wife behind quickly put the ladder down.
Then they drive away and look at it from a safe distance.
Remember, Mama Bear is wandering, and as Sarah Palin likes to remind us, you don't want to be caught between mama bear and her cub.
Of course, little cute bounced off the ladder and came down safely.
Now, when we were watching the show in the office today, everyone first talked about how skilled the bear is in climbing the ladder, and about how calm and calm that woman is, and how the couple carried out the rescue mission with the precision of the SWAT team.
Now, it's probably because they 've done it before.
Twice-Tom and Shirley Shenke told ABC News that the couple had figured out how to pry the lock in the bin.
In fact, Hanks said the bears would be ready for the ladder if they needed help again.
I like the story in a way, because it contains everything-emotions, dangers, surprises, and of course cute factors.
Look at these little babies.
But for me, it's also an exciting story to live with nature.
Look, the humans here are not trying to drive the bears away.
They're not shooting bears.
They don't call the animal control center.
They have just come up with a quick solution for the bear to do his own thing when humans do their own thing.
Crossing the world is not a bad way.
This lesson makes it the best new thing in the world today.
That's what it is for us tonight.
Rachel will be back on Monday and you will be glad to know.
Have a good weekend.
This is a report card in a hurry.
