getting your clients product into local offices - help ... - low calorie thai restaurant dishes

Hi guys, I have a new client (a Thai restaurant) at 10-15 mile radius.
We discussed a series of strategies, the most striking of which is: there is a long road full of corporate offices within 3 miles (restaurants can also be provided) there are thousands of people in these buildings.
Every day they are spoiled with the option of a large shopping mall within walking distance
They don't have a Thai restaurant nearby.
While my clients need them to drive, they can order the delivery service.
So, the question is, how do you get people from these companies to know about restaurants?
My client told me that they had handed out the Flyers but did not receive any information and they tried to get into the office as well, but the security guard blocked them.
My idea is this :-
Food sample tray-
Wait along the road between the office and the mall, hand out flyers to let them know that the business offers-
Based on people living within 16 miles of office space, people working in these companies, highly targeted Facebook PPC-
Good idea, but many companies are not listed. -
