If there is an honorary municipal soup in Ottawa, it must be River powder.
In the past 30 years, the humble Vietnamese meal in the bowl has grown from the secret of Chinatown to the familiar, comfortable and sturdy presence in strip shops from LÉ to Barrhaven to Kanata.
